I can think of a few, but I doubt I can coin the pun you had intended.

The CIA demands change.
Kimbly and Tenderness enter the secret quarters of government surveillance.
Security has been down this last quarter.
Over surveillance just doesn’t make and sense.

Oh well.

:O I love these tough ones, but they’re tough! “Heads or tails” is the only thing I can think of. “Kimbly visits Police Headquarters”? Perhaps, “With a head for change, the CCTV observation post is glad to host tours for Kimbly and her friends.” :)

Ah, yes. I had searched my dictionary for words and phrases STARTING WITH “quarter”. It was a good tactic, but sadly didn’t work. Good pun there.

We have several guesses: Quartermaster; Money Talks; or Your Money Working for You. I hate to buck a trend, but it doesn’t really make sense; dollars to donuts, he is head over heels in love with her. (NB. my husband wrote the last sentence.)
